College Council
The College Council is the governing body of Good Shepherd.
"The primary function of the College Council is to develop and approve policies relevant to the College’s operations. Council members are required to ensure the College is operated in accordance with the beliefs and responsibilities of the Lutheran Church of Australia."
The Lutheran Church of Australia Queensland District appoints the College Council and empowers its members to manage the College.
The Council consists of seven to ten practising communicant members of the Lutheran Church of Australia, and may include up to two communicant members of other Christian churches, a Lutheran Pastor, and non-voting advisors including the College Principal, College Chaplain, Deputy Principal and Business Manager.
Employees of the College are not eligible for membership.

The College Council’s responsibilities include:
- Promoting the College amongst members of the Parish and the community.
- Approving policies, programs and projects.
- Being concerned for the well-being of students and staff.
- Recommending the appointment of the College Principal to the Lutheran Church of Australia Queensland District.
- Receiving regular reports from the College Principal and various committees on the College’s operations.
- Overseeing the general administration of the college.
- Overseeing the activities of auxiliary support groups such as the Parents and Friends Association.
- Referring major policy changes and new projects involving significant expenditures to the Lutheran Church of Australia Queensland District.
- Appointing Chartered Accountants to audit the College’s financial records each year.
